Is the Electoral College made up of the state delegates or is there a difference between the two groups?

I am debating in a High School forensics meet about whether or not the American Election System is contrary to Democratic beliefs. I have most of my information, but I can't figure out how the Electoral College is put together. I know ABOUT the Electoral College, and I know ABOUT the delegate system, but I can't figure out whether or not they are the same thing.
