How many exemptions should we claim on my husbands w-4.We only have one income and 2 children(4 yrs and 5mos)?

Currently his employer hasn't taken any taxes out for 2009-we are claiming married and 4 exemptions-Are we setting ourselves up to have to pay taxes next year?
