Claim for Homeowners' Property Tax Exemption Card?

I'm a new homeowner and I received a "Claim for Homeowners' Property Tax Exemption Card" that says I have to submit in order to file for Homeowners exemption for the essment Roll and the Supplemental essment Roll. I live in California and have no idea what this is. Can anyone help?
